Description
Gender: MALE.
Race: Elfin.
Height: 176.5 cm / 5'10.5"
Weight: 141 lbs. / 63.95 kg
Sexuality: Bi. Not looking. Just putting this here as a heads up and as a warning.
Hair: Dark green, almost black, straight and chest-length. It's sometimes tied back into a ponytail, especially when he's on the job, but is usually left down.
Eyes: Amber-gold, glassy and lacking a distinct pupil. Instead, there's a darker gold area where the pupil should be. They are not wide and innocent, but somewhat narrowed, yet they still give off an innocent look.
Clothing: Neon wears clothing that could be considered a uniform, but sometimes he's just wearing a white dress shirt and black slacks. Something that never changes is his boots. He wears one and keeps a spare pair in a duffel bag, along with a few extra shirts and pants in case the ones he's wearing get dirty.
Other: Neon is not overly muscular and is built more lithely for agility and mobility, but he doesn't lack in strength at all. His skin is just lightly tanned, and his back is littered with miniscule scars. The entire left half of his back is covered in scars that make out the shape of a feathered wing.

Personality
Playful, but dangerous. Permanent innocent look, never takes many things seriously unless it involves family/friends, and even then he rarely drops his carefree smile - you might see a frown or two, occasionally. Maybe. If he ever does start growling, you're in deep shit. That, or he's just playing around.
That being said, he's not afraid to kill, though he seems to look regretful after a kill. Don't get him wrong; he really doesn't care. Despite that, he will only kill the one he's been paid to, even if his client says 'kill those who get in the way'. If he is paid to kill one person, he will kill just one person.
Neon loves to sunbathe, or at least get some quality sun soaking time, but he also likes the darkness, as well as the rain. Well, to put it simple, there really aren't many things he will frown at. He seems to have a positive outlook for everything, but a closer inspection will see that his smiles are fake and his expression stiff, his eyes cold and icy, and his words laced with false sweetness.
He's secretive to a fault, refusing to talk about himself or others at all, and if he does, he's truthful and usually only notes the positive things.
Weapons/Abilities
Customized rifle in his duffle bag. It folds in half to fit in the bag and can also extend out a bayonet underneath the muzzle. Despite the fact that it folds, it's extremely durable and he doesn't need any other weapons - Neon will use the gun itself, bayonet extended or not, like a spear or staff.
Neon's only other ability is the strength in his legs. If you think he can only fight long-mid-distance, you're wrong, because will literally kick the living crap out of you. If you stay still long enough, that is. But he's not that cruel, so he won't do that unless, as mentioned above, you mess with those he loves. He also doesn't need to aim if he can see his enemy (i.e. they're in front of him), but if he can hear you (i.e. you step on a twig behind him), he can still shoot rather accurately, though not enough to hit a vital spot. He'll most likely hit your leg or whatever was used to make the sound.
His weaknesses are of course, the amount of shots he can fire before he has to reload. The bayonet can also be broken, but after that he can still use his legs or the rifle itself as a whacking weapon. He heals faster than normal, being an Elf, but that's not to say he's immortal. Neon also fires upon reflex, so if you purposefully make a sound by throwing a rock where he can't see, he'll fire regardless without looking. It leaves a opening while he reloads, but he still has his kicks or just swing the gun and whack.
In his duffle bag and attached to his belt are an extra 15-25 rounds for his rifle, as well as field rations and a sack of coins, usually no more than a handful.
Background
Neon is the result of an illegal experiment on humans. That is to say, he used to be human, but not longer is. He doesn't remembering anything about his 'human' days, including his real name, and would rather not. He knows that his time at the laboratory was not fun, and he wishes to not know what happened. After the experiment went wrong (result being Neon doesn't have a full range of expressable emotions, nor does he feel all of them) and the lab blew up (that's, like, what always happens), Neon was one of the many who escaped. He entered the Underground and, not too long after, emerged as a fully-capable assassin and called himself 'Neon'.
The time-line of his life is unclear and full of blanks and shadows. He may make up fake stories about his past that fit with others, but often they are completely off track and impossible. When confronted about this, he'll just smile and go on his not-so-merry way. What he did during his time in the Underground is also unknown as he will not speak about that either, but he has a number of scars on his back to show for it, if anyone is able to see. He won't talk about that, either. As I said; Secretive to a fault.
From the records that are left of the experiments, he was taken in at a very, very young age (somewhere around 5-6) and the experiment itself did not take too long to go awry. Those who remember the experiments will recall that it lasted a little under a decade, making Neon around 15 or 16 when he escaped. The experiment, however, was not recent, and was actually a long time ago, meaning Neon would be much, much older. He will not clarify this and merely states "'Neon' is 19 years old. That's all you need to know~!" Whether or not he really is 19 is questionable. The truth may well be that the age of 19 is when he officially became known as 'Neon', or that it has been 19 years since he became 'Neon'.
Whichever he means, he will leave it up to your imagination.
